BE A LEARNING SERVICE PROVIDER (LSP) FOR THE PHILIPPINES AUSTRALIA HUMAN RESOURCE AND ORGANISATIONAL DEVELOPMENT FACILITY (PAHRODF)

The Philippines Australia Human Resource and Organisational Development Facility (PAHRODF) is a five year initiative funded by the Department of Foreign Affairs and Trade that aims to enhance the effectiveness of selected programs and reform agenda under the Australia Philippines Statement of Commitment (SOC).

PAHRODF’s objective is to develop and strengthen organisational capacities and individual and group competencies relating to Human Resource Management and Development, policy and planning, management and leadership, knowledge management, gender and development, stakeholder relations, and administration (financial management) to support service delivery. PAHRODF seeks to enable individuals and organisations to make better use of these competencies and capacities, including through building and maintaining relationships, and sharing experiences and lessons from research and knowledge synthesis initiatives.

LSPs are sub-contracted by PAHRODF to design and deliver HR/OD interventions within the Facility’s annual work program. PAHRODF works with individual Consultants and Learning Service Organisations in the following areas of specialisation:

  • Organisation Development
  • Management
  • Human Resource Management
  • Strategic and Operations Planning
  • Program and Project Management
  • Monitoring and Evaluation
  • Total Quality Management
  • Leadership Development
  • Human Resource Development
  • Knowledge Management
  • Administrative/Finance
  • Information Communications Technology
  • Research (in HR and OD)
  • Other specialised areas (Gender and Development, Peace and Development, Disability, Anti-Corruption, Climate Change Adaptation, Disaster Risk Reduction and Management)

Coffey International Development, the Facility Managing Contractor seeks LSPs who have the following specific qualifications:

  • Have at least 3 years’ experience & a track record in the listed specialisation
  • Have specific experience in designing & implementing HR & OD and technical assistance for Filipino adult learners and organisations
  • Have access to a pool of qualified consultants, coaches, mentors and/or trainers whose fields of expertise and experience are within the listed specialisations
  • Have in-house management capability with at least 3 years’ experience in providing project management of the listed specialisations including facilitation, coordination, documentation, client management and administrative/logistical support, designing, and project M&E
  • Demonstrate financial stability
  • Be able to provide services on demand and to meet PAHRODF’s activity schedule and timetable
