The 2016 election is expected to usher in a wave of new leaders in the bureaucracy. With these new leaders are new directions introducing significant changes in priorities, programs and processes. Amidst all these changes, there is a need to maintain a healthy balance between continuity and change towards further enhancing public service. This highlights the need to properly manage transitions.

The new leaders will be mostly elective and appointive officials. The civil servants are the mainstays who can provide continuity. Given this, the key questions are: How do the civil servants maintain a healthy balance between continuity and change? How can those practices that are proven to be highly effective be sustained while innovations are leveraged to further enhance governance and public service?

Transitions are managed and at the same time affect different people with different roles. Organization leaders, HR practitioners and those directly implementing the change have different roles in managing transitions. Leaders set directions, HR practitioners create the necessary environment and the people implement the change. Amidst all these, transitions occur at different levels: personal, organizational and even societal.

With the theme, “Managing Transitions through Strategic Human Resource and Organisation Development”, this year's Public Sector HR Symposium will showcase how transitions may be led by managers, HR practitioners and the people themselves at different levels. Practices and tools that can enable management of transitions shall be shared and discussed in both plenary and concurrent sessions.
